Office of the Fairness Commissioner

The Fair Access to Regulated Professions and Compulsory Trades Act, 2006 (FARPACTA), provides the legislative fair access framework for Ontario’s regulated professions and compulsory trades, collectively referred to here as the Regulated Professions. The Office of the Fairness Commissioner (OFC) was established by the legislative authority provided under FARPACTA to work with the Regulated Professions, to assess their registration practices against the obligations under FARPACTA.

FARPACTA requires each Regulated Profession to prepare a fair registration practices report annually or at such other times as the Fairness Commissioner may specify. These and other reports filed with the Fairness Commissioner can be found below.

Public Accountants Council for the Province of Ontario

The Public Accountants Council for the province of Ontario (PAC) was a corporate body responsible for ensuring that public accounting in Ontario was practised in accordance with internationally respected public accounting standards that reflect the public interest in the delivery of superior quality public accounting services. Each year, CPA Ontario was required to submit an annual supplemental report containing prescribed information.

In 2021, the Government of Ontario amended the Public Accounting Act, 2004 and made CPA Ontario responsible for the creation and maintenance of the Public Accounting Standards that govern Public Accounting License (PAL) holders in the province.

As result of these amendments, PAC dissolved on April 30, 2021 and CPA Ontario is assuming all regulatory oversight and responsibilities for public accounting standards in the province.

In the interest of transparency, CPA Ontario will continue to provide access to the reports that were previously filed with PAC. They can be found below.
